What is the ECO4 scheme?
The Energy Company Obligation (ECO), first introduced in 2013, is an energy efficiency scheme for Great Britain. ECO places legal obligations on larger energy suppliers to deliver energy efficiency measures to domestic premises. It focuses on insulation and heating measures and supports vulnerable consumer groups. ECO is intended to assist in reducing carbon emissions, maintaining the security of the energy supply and reducing fuel poverty.
ECO4 grants are the latest phase of the scheme and are due to start in 2022. The ECO4 scheme will run until 2026 and will have a particular focus on improving the energy efficiency of the UK’s housing stock.

Do I qualify for ECO4 funding?
Qualifying for the ECO4 scheme requires your property to have an EPC rating of D or lower. Additionally:
- You must be a homeowner or private renter receiving qualifying benefits*
- Your total household income must be £31,000 or below. This will qualify for the Local Authority Flex Scheme which you can find out more here.
- A household member has a medical condition that makes them vulnerable to the cold can also qualify.
What if I don’t receive any benefits?
We can still help you if you have a low household income and live in a property with a low Energy Performance Certificate (EPC) rating!! The ECO4 funding grant allows energy companies to deliver up to 25% of their obligation via ‘flexible eligibility’. This allows local authorities to publish a statement of intent on their website which outlines the criteria for homeowners and tenants to qualify for funding outside the list of qualifying benefits.
