The framework, valued at up to £1.5 billion over the next four years, will play a pivotal role in driving the nation toward its zero carbon goals, reducing emissions, and maximising cost savings.
Key Details of the Framework
A total of 40 specialist firms, 42% of which are SMEs, have been appointed to this groundbreaking framework. The selected suppliers are entrusted to deliver both domestic and non-domestic retrofitting measures, while contributing to vital social value targets.
The initiative is built around a turnkey model to ensure seamless project delivery at both regional and national levels. It ensures public sector clients have access to qualified, Trustmark-accredited suppliers who comply with the latest PAS2030:2023 standards.
Alongside updated specifications and innovative pricing models for 2025, the framework offers flexible procurement routes and the capacity to deliver multiple measures at scale and volume nationwide.

Framework in Action
The framework will support government-funded schemes, including Warm Homes: Social Housing Fund Wave 3 (formerly SHDF) and future stages, designed to install vital energy performance measures and bolster the retrofit sector.
Additionally, it will aid in the delivery of the Public Sector Decarbonisation Scheme (PSDS), which aims to achieve a 75% reduction in emissions from public buildings by 2037.
