What is the FLEX scheme?
The LA Flex scheme, established in 2013 as part of the Energy Company Obligation (ECO) programme, aims to help households lower energy costs and improve home heating efficiency. Through this scheme, local authorities receive resources to deliver fully-funded upgrades, including insulation and heating improvements.
These measures not only reduce energy bills but also make homes more comfortable and easier to heat. Currently, we work with over 100 local authorities to implement these energy-saving solutions.

What are the benefits?
The ECO Flex scheme is part of the UK government’s energy efficiency programme. Unlike other schemes, you don’t need to be on benefits to qualify. Instead, support is based on income and your home’s energy rating. If your local council is participating, you could be eligible for:
- Free loft or cavity wall insulation

Eligibility
Under ECO4 (Energy Company Obligation), there are 4 routes to qualify for LA Flex, which are detailed below.
Route 1: Income-based Criteria
Individuals or households with a combined gross annual family income of £30,000 or less may be eligible for LA Flex. This includes any additional benefits, such as Housing Benefit, Income Support, Pension Credit or Universal Credit.
Route 2: Health-based Criteria
Those with a vulnerable health condition or disability that requires additional heating may also qualify for LA Flex. This includes individuals who are pregnant, elderly (over 60 years old), have young children (under 5 years old), or have a long-term illness or disability.
Route 3: Home-based Criteria
If an individual’s home is poorly insulated or has inefficient heating systems, they may be eligible for LA Flex. This includes properties with no insulation, inadequate loft insulation, damaged windows or doors, and outdated boilers.
Route 4: Area-based Criteria
Lastly, certain areas in the UK may be eligible for LA Flex based on high levels of fuel poverty and deprivation. This includes areas with a higher proportion of low-income households, older properties, and a lack of energy efficiency measures.
